While much has been written about the prosecution and aftermath of the Iraq war, little attention has been given to how the decision to go to war was made. In this long overdue account of what led to the invasion, Mazarr, senior political scientist and associate director of the Strategy and Doctrine Program at RAND’s Arroyo Center, draws on all declassified war-related documents as well as extensive interviews with both key and secondary figures in the deliberations about the war. His detailed account lays out the rationales and motivations that drove the policy-makers and also illuminates the role of interdepartmental rivalries, chaotic processes, and competing egos. While the invasion may justly be considered a tragedy, Mazarr’s investigation shows it wasn’t unique to one administration but is rather symptomatic of the nation’s approach to foreign policy in general.
