In this detailed study of the Tsars’ use of Siberia as a prison, Beer, a noted scholar of nineteenth-century Russia and currently senior lecturer in history at Royal Holloway, University of London, profiles some of the more than one million prisoners and their families exiled beyond the Ural Mountains between 1801 and 1917. He also lays out the broader political theory that Siberia’s brutal conditions would reform criminals and, more importantly, subdue rebels. As Beer’s extensive archival research reveals, however, the mass incarceration resulted in high crime rates throughout the region and a festering rebelliousness that bided its time for revolution.
