Formulating a new American foreign policy for the globalized world, Wright, director of the Center on the United States and Europe at Brookings, traces the strategies of the past several decades. Starting from the major powers’ post-Cold War convergence in a liberal world order, Wright examines why this balance has foundered, and how seriously it’s threatened by newly resurgent powers such as China and Russia. To answer the host of questions today’s uncertain situation raises about America’s leadership role, Wright proposes a strategy he calls “responsible competition,” which will stabilize power dynamics and preserve the liberal order.
