World War II morphed quickly into a Cold War with a race for new and more deadly weapons. A convergence of many factors led to the arms race: 1) The new President Truman was unlikely to give the Soviets the benefit of the doubt, for he was not involved enough before 1945 to appreciate the horrible losses that the USSR incurred. 2) The Hungarian refugee Von Neuman provided the intellectual spark as well as the scientific know-how to fashion weapons. 3) Curtis LeMay wanted to build up the Air Force.  Sheehan does a masterful job with the politics and science, following an Air Force officer named Bernard Schriever from his boyhood in Germany through his Air Force years to his responsibility for  deployment of the Minuteman Missile.
